College Cost Reduction Act “Soft” on Low-Income Students

The College Cost Reduction Act of 2007 passed the House and Senate, but is likely to be hung up with negotiations before it hits President Bush’s desk. Bush has threatened to veto the new measure due to the flimsiness of the bill in regards to low-income students. Many politicians have talked up the bill’s success, but much of this is marketing rhetoric.

As it currently stands, the College Cost Reduction Act is more oriented to post-college individuals, less focused on current students and those most challenged to get a college degree.

The biggest winners are the Pell Grant recipients—they will likely receive a significant boost in funds, although still far short of the funds once available only a few decades ago.

The bill cuts major subsidies to student loan lenders that offer the FFEL program. This action seems almost a reprimand for the past months’ worth of controversy brought on by unscrupulous and greedy lenders.

Components of the CCR Act:

* Pell Grants will be increased from $4,050 to $4,900 and a maximum $5,200 by 2011.
* Students pursuing a teaching profession stand to earn full tuition compensation in exchange for service in underrepresented schools. This takes calculated aim at the problem of inadequate teachers in poor schools.
* Forgiveness of student loans owned by public service professionals, including law enforcement, firemen, nurses, and even librarians after 10 years.
* $500 million in new investments to minority and underrepresented institutions.
* Student loan interest cuts for need-based loans.
* Federal student loan maximum borrowing limits to be increased.

“Drug Provisions” Remain Uncertain

Part of the proposed amendment to the Higher Education Act still faces an uncertain future. Currently any student convicted of a drug offense is summarily denied government aid regardless of how trivial the offense. Some sources suggest that the number of students affected by this controversial contingency is well over 100,000.

The FAFSA form requires applicants to answer the “drug conviction” question.

This “drug offense” measure was zipped onto the Higher Education Act of 1965 as the Aid Elimination Provision of 1998, also called the Souder Amendment.

The Academy sponsors several internships each year, open to both full-time undergraduate and graduate students.

Internships are geared towards students who are pursuing a degree at any college and university within the United States. The program is designed to help students earn hands-on experience in the world of television production, professional techniques and practices, and in-depth exposure to all of this.

All interns will have the opportunity to earn hands-on experience in both administrative and production duties, but should not expect to receive training in all areas.

Please keep in mind when applying for this internship that intern positions are full time!

If you are accepted into the internship program with The Academy of Television Arts and Sciences, you will receive a $4,000 stipend for your time. This stipend will be divided into three installments.

Interns will be responsible for their own housing, transportation and living expenses while interning for the Academy. All internships are located in the Los Angeles area, and interns must have a reliable vehicle for transportation.

American Scholarships: GEM Fellowship

The National GEM Consortium’s primary focus is to administer and award full fellowships with paid internships to highly qualified under-represented students who wish to pursue graduate studies in engineering or science. GEM’s program activities, however, go beyond financial support by engendering student success in academic and professional environments. GEM has a solid success record in implementing effective programs to increase the recruitment, retention, and graduation of minority students.


GEM provides three Fellowship Programs:
MS Engineering Fellowship Program

The objective of this program is to promote the benefits of a masters degree within industry. GEM Fellows are provided practical engineering summer work experiences through an employer sponsor and a portable academic year fellowship of tuition, fees, and a stipend which may be used at any participating GEM Member University where the GEM Fellow is admitted.

GEM MS Engineering Fellows receive:

Ph.D. Engineering Fellowship Program

During the first academic year of doctoral study, the GEM Consortium pays the stipend and a cost of instruction grant to the institution where the fellow is enrolled. Thereafter, the total fellowship cost is borne by the GEM University. Fellows are provided a practical summer work experience through the Employer Member for at least one summer.

Ph.D. Science Fellowship Program
The goal of this program is to increase the number of minority students who pursue doctoral degrees in the natural science disciplines — chemistry, physics, earth sciences, mathematics, biological sciences, and computer science. Applicants to this program are accepted as early as their junior undergraduate year, as well as candidates currently enrolled in a Master’s of Engineering program and working professionals. Fellowships offered through this program are portable and may be used at any participating GEM Member University where the GEM Fellow is admitted.

Ph.D. Enginnering/Science Felows receive:

* $14,000 stipend in year 1 of the PhD program
* GEM Member University support years 2-5, equivalent to other funded doctorate students in the department

As one of the nation’s largest college financial aid programs in the country, the Horatio Alger National Scholarship Program is the only major scholarship effort that specifically assists high school students who have faced and overcome great obstacles in their young lives. While many aid programs are directed primarily to recognizing academic achievement or leadership potential, the Horatio Alger program also seeks students who have a commitment to use their college degrees in service to others.

The National Scholarship Program is awarded to eligible students in all fifty states, the District of Columbia, and Puerto Rico. National Scholars receive an all expenses paid trip to Washington D.C. during the Spring of their senior year to participate in the National Scholars Conference.

Eligibility

Australia: PhD Scholarships in Applied Statistics, the University of Wollongong

Applications are invited for three full-time PhD scholarships (2 x Australian Postgraduate Award - Industry) and (1 x University Postgraduate Award and HDR Tuition Fee Exemption Scholarship), tenable at the University of Wollongong within the Faculty of Informatics. The APA(I) scholarships are funded by an ARC Linkage Project grant, New Methods for Small Group Analysis from Sample Surveys, awarded to Professor Ray Chambers and Professor David Steel of the University of Wollongong. The industry partners are the Methodology Division of the Australian Bureau of Statistics, the Australian Bureau of Agricultural and Resource Economics, the Centre for Epidemiology and Research at NSW Health and the Public Health Intelligence unit at the New Zealand
Ministry of Health.

Accurate data for population sub-groups and between small areas are fundamental to good policy decisions in health, environment, economics and social issues. Unfortunately, national and state averages of statistics on unemployment, salinity, drought impact, and health often hide large differences at lower levels of aggregation. This local variation needs to be understood so that effective policies can be developed and carried out efficiently and their impact monitored. Using statistical models that combine survey data with other information about the groups of interest, this project will develop robust and efficient methods for providing information on these variations using data from large-scale national and state surveys. In particular, the aim will be to create new cost-effective methods that address the increasing demand for high quality statistics about the distribution of important social, economic, health and environmental variables within local areas and small population sub-groups. Implications for survey design for outputs at these levels will be determined, as will robust and efficient methods for analysing these data. This will lead to significant improvements in the data available for such groups and areas, allowing better targeting of policies aimed at addressing local differences.

The students involved in the project will develop skills in sample survey analysis, the theory and methods of modeling data with group
structure and methods for small area estimation. Many of these topics are at the forefront of statistical research. The project will involve the development of innovative methodologies that will be directly applicable by the industry partners as well as by other organisations of great practical importance to Australia.

The students will work in a vibrant and growing research centre, the Centre for Statistical and Survey Methodology, at the University of Wollongong. The Centre comprises 10 academic statisticians, including four professors, and 15 PhD students. The project will involve joint work with, and visits to, the industry partners in Canberra, Sydney and Wellington, which will enhance the quality and relevance of the research and will provide the student with valuable insights into applied statistical research in government agencies.

The value of the APA(I) scholarships are currently AUS$25,627 per year for three years. The UPA will also provide a stipend of AUS$25,627 per year for 3 years while the HDR Tuition Fee Exemption Scholarship will cover the full fee charged by the University for the degree of the PhD for 3 years. There may be opportunities to supplement this with tutoring or other casual work. Additional funding is available for computing equipment and travel. The project involves collaboration with researchers at the University of Pisa in Italy and the Centre also has close ties with the University of Manchester and the University of Southampton in the UK and there may be opportunities for students to visit these institutions.

APA(I) scholarships are open only to Australian citizens, Australian permanent residents and New Zealand citizens. However, the UPA is also open to international applicants. Applicants should have an Honours 1 or 2(1) degree in Statistics, or an equivalent qualification, by the end of 2007, strong research potential and be able to commence by the end of February 2008. DPhil Studentship Medical Image Analysis (Breast Cancer) Department of Engineering Science

The Department seeks to recruit a research student to work on an EPSRC funded project which is a collaboration with research groups in UCL, Manchester University and the Institute of Cancer Research. The aim of the project is to develop computational methods for comparing pairs of x-ray mammograms.

The successful applicant will have a first class honours degree in a relevant subject i.e. engineering, mathematics, computer science or physics and evidence of strength in mathematics and computation. Proven capability to undertake research in medical image analysis and a demonstratable ability to develop mathematical algorithms in a modern computing environment eg Matlab, C++ under Linux/Windows is also essential. Evidence of having completed an independent project successfully during undergraduate studies or other work experience together with the ability to work effectively as part of a team and write clear, correct and concise English is desirable. An ability to make clear, well illustrated presentations of scientific material would be advantageous.

American Scholarships: Minority Fellows Program

The APSA Minority Fellows Program, which was established in 1969 as an effort to increase the number of minority scholars in the discipline, has designated more than 300 fellows and contributed to the successful completion of doctoral political science programs for over 70 individuals. The Association has refocused and increased its efforts to assist minority students in completing their doctorates by concentrating not only on the recruitment of minorities, but also on the retention of these groups within the profession.

The Minority Fellows Program designates up to twelve stipend minority fellows each year. Additional applicants who do not receive funds from the Association may also be recognized and recommended for admission and financial support to graduate political science programs. Fellows with stipends receive a $4,000 fellowship that is disbursed in two $2,000 payments–one at the end of their first graduate year and one at the end of their second–provided that they remain in good academic standing. APSA can disclose some of the funds at the start of the academic year by request of the student. Awards are based on students’ undergraduate course work, GPA, extracurricular activities, GRE scores, and recommendations from faculty.

Eligibility
The Minority Fellows program is designed primarily for minority students applying to enter a doctoral program in POLITICAL SCIENCE for the FIRST TIME. Additional eligibility criteria include:

Acting School Program

One-Year Acting Program

The New York Film Academy is proud to offer its extraordinarily popular One-Year Acting for Film program. The One-Year program is unlike any other actor-training program in the world — a cutting-edge exploration into the art and practice of acting for the screen.

The One-Year program runs on an eight-month calendar, divided into two 16-week semesters. Each of the 16-week semesters requires intensive time demands and a complete commitment on the part of the student. A standard week of study involves approximately 30 hours of classes, six hours a day, Monday through Friday, with additional time required in the evenings and on weekends for classes, rehearsals, and shoots.

The first semester concentrates on building a foundation in the craft of acting, using training techniques rooted in the theater but applicable to screen acting. Students participate in a broad array of core classes that introduce them to finding the actor within, while simultaneously training their instrument to do the kind of technical, emotional, and physical work necessary for film acting. Since we believe that film actors benefit immeasurably from working in front of a live audience, all of the training in the first semester builds towards a live performance of scene work.

In the second semester, the core classes continue as the students’ focus intensifies on applying the techniques they have learned to more elaborate scene work, on-camera exercises, and film shoots — all designed to develop and hone their screen-acting ability. During the second semester, all students perform in a short film production, oftentimes original work that was created and developed by the students in collaboration with their instructors. In addition, a variety of classes are given in order to broaden students’ knowledge of acting techniques, the film business, and many different film crafts. And, as in the first semester, the second semester culminates in a live showcase of scenes for family, friends, classmates, and industry contacts.

itchy feet takes its 14-29-year-old readers on a unique tour around the world. Fellowship in General Internal Medicine:Emphasis on Obesity Research

Hopkins GIM encourages applicants who would like a post-doctoral fellowship with a special emphasis on obesity research. At Johns Hopkins, the GIM Division is home to a critical mass of multidisciplinary researchers who study obesity and related conditions (e.g., type 2 diabetes, fatty liver disease, and cancer risk) from a variety of perspectives, including epidemiology, prevention, clinical trials, community-based projects, and health services research. MALDEF Scholarship

The Mexican American Legal Defense and Educational Fund offers an amazing scholarship opportunity for students interested in pursuing a law degree.

The MALDEF Law School Scholarship is open to law students who are entering their first, second or third year of law school.

In order to qualify for the award, students must be enrolled full-time in law school for the upcoming semester. Scholarships are awarded in the amount of up to $7,000 to deserving individuals.

There are several factors that are considered when determining recipients for the MALDEF Law School scholarship.

The National Association of Black Journalists offer over $30,000 in scholarship funds each year to students who are interested in obtaining a journalism degree.

Each scholarship can be worth up to $5,000, and are open to any foreign or American-born student who is attending an accredited college or university full-time within the United States.

The John Bayliss Radio Scholarship offers scholarships to outstanding broadcast journalism scholarships each year.

The scholarships are offered to juniors, seniors and graduate level students majoring in Broadcast communications. Applicants must maintain a 3.0 GPA.
Financial need is considered in the application process, but the foundations look at a demonstrated performance of academic performance and radio experience over everything else.

The Overseas Press Club Foundation has offered 12 scholarships every year since 1992 to outstanding journalism students who plan to become foreign correspondents.

Scholarships are in the amount of $2,000 each, and undergraduate and graduate students are encouraged to apply.

Awards are given to 12 students who win a national essay contest, and there are a number of criteria the judges (who are seasoned journalists) are looking for. Essays should be no longer than 500 words.

Additionally, The National Association of Hispanic Journalists offers multiple scholarships to Hispanic students interested in pursuing a career in journalism.

Through the Ruben Salazar fund, the NAHJ offers scholarship money to undergraduate or graduate students who are majoring in print, online, broadcast or photo journalism.

Scholarships are only open to students who are attending or plan to attend a school within the United States or Puerto Rico. Also, students must be attending full-time.

The American Copy Editors Society also awards scholarships in the amount of $2,500 or $1,000 each to students who will be pursuing a career in Copy Editing.

All of the scholarships offered through ACES are only awarded to students who have the potential and desire to become a copy editor. Scholarships are open to juniors, seniors and graduate students.

Graduating students must take full-time copy editing jobs or internships to be eligible.

Master Scholarships from Swiss Government 2008/2009

Application Deadline: October 31, 2007. The Swiss Government through the Federal Commission for Scholarships for Foreign Students (FCS) is granting a limited number of scholarships to developing countries, among which Indonesia is included. These scholarships are offered to Indonesian postgraduate students wishing to study at a Swiss university. The aim of the scholarship is to enable grantees either to further their education or to undertake research work in the fields in which the universities are particularly active.

The intended study should be useful for the development in Indonesia. In principle, the scholarship holders can study at any national Swiss university or Federal Institute of Technology. The candidates should take into account the possibilities offered by Swiss universities. Following programs are not included in this scholarship:
1. Fine arts and music
2. Undergraduate studies
3. Hotel management studies
4. Student exchange programs
5. Part-time studies
6. On-the-job studies
7. Correspondence courses

The duration of grant is for the nine-month academic year. Under certain conditions, which are justified by FCS and the related university, the scholarship may be renewed.

Conditions

1. Indonesian citizen
2. University degree ( min. Sarjana Strata-1/bachelor degree or equivalent)
3. Candidates must be under 35 years old when applying (birth date after December 31, 1972)
4. Sufficient knowledge of one of the official languages in Switzerland (i.e. German, French or Italian), depending on the location of chosen university, and English for some courses. Each candidates will have to undergo a language test at the Swiss Embassy in Jakarta in order to determine the oral and written language ability.
Note: It is a general requirement that applicants must have proficient knowledge of one of the official languages spoken in Switzerland. In principle this requirement still applies to applicants with good English abilities and also if the intended study program will be held in English. The applicant should fully benefit from the offered scholarship. Without knowledge of one of the national languages it will be difficult to handle daily situations (foreign police, post office, bank, university life, etc). A qualified applicant whose language proficiency is considered inadequate may still be granted a scholarship. This, however, will be subject to the applicant’s attendance of a special three months’ intensive language course at the University of Fribourg. The FCS will also cover the expenses for these courses, which usually start in mid-July.
5. Acceptance letter from the chosen university. Before applying the candidates need to contact the professor or direction of the postgraduate program at the chosen educational institution in order to get a written confirmation of acceptance which must be submitted when filing the application. The requirements to obtain the letter have to be seen in the web site of each universities. Generally the request of the acceptance letter must be completed with a detailed and precise plan of the intended postgraduate study program, curriculum vitae and certified copies of the university diplomas including academic transcripts. A certified translation is required if the originals are not issued in English, German, French or Italian.
6. Detailed study/research plan and motivation describing clearly and precisely the aim of study. The possibilities offered by the Swiss universities should be taken into account, also the possibilities of professional reintegration when returning to Indonesia

Please note that only complete and orderly prepared application files will be taken into consideration. If all requirements are fulfilled, the applicants will be selected to be invited by the Embassy in order to take a written and oral language test, as well as a short personal interview. In May 2008 the Federal Commission for Scholarships for Foreign Students (FCS) will announce the accepted candidatures.

Scholarship Amount

CHF 1.920,-/month for post-graduate students
CHF 1.600,-/month for the language course in Fribourg.

Please note that the scholarship recipients are exempted from the general semester fees but NOT for certain postgraduate courses as for example MBA-programmes (which can reach thousands of CHF). The scholarship grant covers only living expenses in Switzerland. Therefore it is highly suggested that the applicant clarify the possibility of tuition fee exemption directly to the university.

Travel Expenses and Insurance

Recipients from Indonesia pay their own travel expenses to Switzerland, but the Federal Commission for Scholarships for Foreign Students (FCS) pays the return ticket (except for family members). The return travel will not be offered if the grantees extend their stay in Switzerland beyond six months after completion of their studies, or if they take up employment or move to a third country. Health insurance (except for dental care) and accident insurance are provided.

Obligations of a Scholarship Holder

Scholarship holders must live in Switzerland at the study place and must comply with the laws concerning the residence of foreigners in Switzerland and the university regulations. The scholarship holders cannot take family members to Switzerland in the first year of study but they may visit Switzerland on their own costs as a tourist. When accepting the scholarship, candidates may have to give their written agreement to return to Indonesia after completion of the scholarship in Switzerland. Scholarships of the FCS cannot be cumulated with other scholarships. If the scholarship holders have another scholarship or another financial support (such as salary), they are not entitled to be granted a Swiss scholarship.

MMUGM Scholarships will be granted to cover tuition fee for Regular Class in MMUGM Yogyakarta campus. Administration fee, books expenses, thesis expenses, cost of living and other expenses are excluded.Scholarships are granted to 3 (three) applicants in every trimester. Final result is decided fully by MMUGM Board of Directors and will be announced after interview test process is complete.

[Singapore] The 2008 Lee Kuan Yew Fellowship - School of Public Policy Graduate Fellowship, The National University of Singapore

The National University of Singapore offers the Lee Kuan Yew Fellowship / School of Public Policy Graduate Fellowship to recognise outstanding MPM candidates who have clearly demonstrated outstanding leadership qualities and are committed to public service. This Fellowship fully finances the candidate’s education in the Master in Public Management programme.

Each Fellowship provides for the following expenses:

* A monthly stipend of S$1,500 throughout the period of the award
* A one-time book allowance of S$500
* A one-time settling-in allowance of S$500
* Shared housing
* Tuition, examination, health insurance and other approved fees
* Tuition fees and accommodation at partner university
* Cost of travel from home country to Singapore on award of the Fellowship
* Cost of travel from Singapore to partner university
* Cost of travel from partner university to Singapore
* Cost of travel from Singapore to home country on graduation



Application

The Fellowship is available to all nationals (except Singaporeans). In order to qualify for the Fellowship, an applicant must be enrolled in the MPM programme. Due to the prestige of the Fellowship, not all awards will be made unless there are candidates of sufficient merit.

In addition to meeting the stringent criteria for entry into the MPM programme, all Fellows should also demonstrate exceptional academic ability and professional distinction. Fellows may not concurrently hold any other scholarship, fellowship or award without the prior approval of the School. There is no bond or obligation for the Fellow to be employed by NUS or in Singapore.
